Close, but not exactly. We can measure both particles and waves. That is what experiments such as the double slit experiment tell us. The issue is that quantum field theory proposes that both of these are aspects of quantum fields of virutal particles, which are themselves not directly measurable. Bell and Bohm suggested that, on the contrary, particles and waves can account for quantum phenomena without fields.
